    Was born on 26 of November in Amurskaya Region. Lives on Sakhalin since 1960. In 1981 he had graduated from Far-Eastern polytechinical institute, in 2000 – Far-Eastern academy of public administration. He is a Doctor of economics. He was working as Senior Foreman of Power Transmission Line and Head of Distribution Zone of “Ohaneftegazdobycha” Production Association.
    Since 1987 - Instructor, Deputy Head, Head of the Organization Department of City Committee of Communist Party of the Soviet Union, Okha Town. Since 1991 - Deputy Executive Director of Agglomerate Association. Since 1993 - Director of IVA Company LLC. Since 1997 - First Vice-Mayor of Okha Town and the District Administration. He was elected as Head of Okha Town and the District Administration.

  • Hiroya Masuda
    Chairman, Japan Policy Council
    Professor Masuda joined the Ministry of Construction after graduating from the University of Tokyo’s Faculty of Law in 1977. In 1993, he became Director for River Administration Policy Planning, General Affairs Division, River Bureau of the Ministry, and, in 1994, Director for Construction Disputes Settlement, Construction Industry Division, Economic Affairs Bureau of the Ministry. He was inaugurated as the governor of Iwate Prefecture in 1995, serving for three terms, 12 years until 2007. He then held office as Minister of Internal Affairs and Communications from 2007 to 2009. In 2009 he served as Adviser of Nomura Research Institute, and Professor of the Graduate School of Public Policy, the University of Tokyo. Since 2011, he has been Chairman of the Japan Policy Council and Vice Chairman of Japan Productivity Center. His recent books include Future Outlook of Regional Sovereignty (Asahi Shinsho) and Restoration from ‘Tohoku’ Community (Fujiwara Shoten).

    He has been working in the research field of power system analysis, planning and operation at KERI(Korea Electrotechnology Research Institute) since 1987, He is now a project manager and principal researcher of power system interconnection. He carried out several projects sponsored by Korean Government concerning power system interconnection between ROK and DPRK or any other neighboring countries including Russia, Mongolia, China and Japan. Also, in 2013, he joined the ECS project for the development of GOBITEC and ASG as a researcher for technical and economical preliminary feasibility study.
  • Zafar Samadov

    Mr. Zafar Samadov is Senior Expert on Investment at the Energy Charter Secretariat since February 2009. He is in charge of monitoring energy policy trends in relation to foreign investment as well as regional energy cooperation initiatives. He supports activities of the Energy Charter Investment Group and Industry Advisory Panel. Prior to joining the Secretariat, Mr. Samadov worked for the Swiss State Secretariat for Economic Affairs (SECO) as Senior Programme Officer with the responsibility for the portfolio of energy and water sector projects in Tajikistan and Central Asia. Before it, he spent several years with the United States Overseas Building Operations Department as Project Engineer. He holds a B.Sc. in Civil and Industrial Engineering from the Tajik Technical University and a Master degree in International Construction Management and Engineering from the University of Leeds, United Kingdom.

    Studied at the RWTH Aachen (Masters in Economic Geography) and the University Hagen/RWTH Aachen (MBA and Master of Economics). PhD at RWTH Aachen in the field of economic spatial analysis with geographic information systems and complex, multivariate, statistical methods as well as analysis of industrial regions in Germany, Poland and the US. In this context, also spent time as a visiting scholar at the University of Pittsburgh.
    At the Fraunhofer Institute for Systems and Innovation Research ISI since January 2012 as a scientific researcher in the Competence Center Energy Policy and Energy Markets. Scientific focuses are renewable energy potential modeling, policy analysis, economic development and economics. He contributed to several projects in the European and MENA (Middle East and North Africa) region.
  • Gankhuyag Dagva

    Mr. Gankhuyag joined to NEWCOM GROUP in December 2005 as project staff and he promoted lately project manager, department manager, director and since March 2013 he holds the tenure as Chief Infrastructure Officer of the Newcom LLC and also appointed as CEO of the Clean Energy Asia LLC. He is in charge of new businesses & on-going projects related to energy & infrastructure industry, which is being implemented within NEWCOM group. In between 2006 to 2011 he has acted as project leader of the Salkhit wind park project, which is first renewable energy generator to be connected with central grid, first IPP in country and first generator connecting to grid since beginning of 1980s. His main responsibilities were to plan, organize, manage and control whole project activities in order to accomplish the objective of the project. Salkhit wind park project has been successfully implemented and it is now in full operation. He has gained substantial experience on infrastructure project management in terms of financial, commercial, legal and contractual, technical through working on the Salkhit wind park project. He is currently leading the CHP 5 project from Newcom side, which is highly prioritized by Government of Mongolia.

    Mr.Park Kab-ho received a bachelor’s degree of Electrical Engineering from Dongguk University in 1986 and master’s degree from Yonsei University in 1993. He currently leads Northeast Asia Supergrid strategy as Director General in Power Grid Planning Department at Korea Electric Power Company (KEPCO), Seoul, Korea. He has various experiences in electric cooperation field between North and South Korea. He was in charge of the supply of electric power to Gaesung Industrial Complex in North Korea. His interests include Northeast-Asian grid inter-connection among nations and electric cooperation fields between North and South Korea.
  • Tomas Kåberger

    Professor, Chalmers University, Sweden
    Currently he spends a quarter of his time in Japan as Executive Board Chairman of the Japan Renewable Energy Foundation. Academically, Tomas Kåberger got an MSc in Engineering Physics, a PhD in Physical Resource Theory, and Docent in Environmental Science at Chalmers. He has been professor in International Sustainable Energy Systems at the International Institute for Industrial Environmental Economics at Lund University, and he is currently Professor of Industrial Energy Policy at Chalmers University of Technology and serves as Distinguished Visiting Expert of bio-energy technology at Zhejiang University in Hangzhou.
    Industrially, he has had leading roles in companies providing fuels and technology in the bio-energy industry, another company developing sustainable energy solutions for the automotive industry, and a company operating wind power plants. He currently serves on the board if Industrifonden, an industrial investment foundation. Politically, he has served on board of Swedish and European Environmental Citizen’s organizations, several Swedish Government Commit tees developing energy and environmental legislation, and China Council for International Cooperation on Environment and Development as a member of a task force on Low-Carbon Industrialization Strategies. From 2008 until 2011 he was Director General of the National Swedish Energy Agency.
  • Teruyuki Ohno

    Before joining JREF in August 2013, he served as the Director General of the Bureau of Environment, Tokyo Metropolitan Government, for three years, covering a broad range of environmental issues including energy, climate change, waste management, pollution control, natural environment, and sustainable development. His notable achievements include reducing air pollution and PM emissions through “No Dirty Diesel Vehicle Strategy in Tokyo”, and implementing Japan’s first Cap-and-Trade Program in Tokyo in 2008, involving the industries and building a grand consensus. His active leadership in promoting renewable energy and energy efficiency has formed the foundation of Tokyo’s energy policy. His latest publication is "Energy Strategies of Municipality Governments" (Iwanami, 2013, Japanese). He also serves as part-time lecturer at the University of Tokyo.

    Ms.Ohbayashi is a founding member and Director at Japan Renewable Energy Foundation since August 2011. Before joining the foundation, Ms. Ohbayashi worked for International Renewable Energy Agency (IRENA) as Policy and Project Regional Manager for Asia Oceania, which HQ is based in Abu Dhabi, UAE, from April 2010 to Aug 2011. She served as Deputy Director at Institute for Sustainable Energy Policies for 8 years since its establishment in 2000. She also worked for UKFCO at the British Embassy to Japan, as Advisor for Climate Change Projects and Policies before joining IRENA. She started her carrier in the energy field by joining Citizens' Nuclear Information Center in 1992, after some years work experience. She coordinates many scientific study projects, takes leadership to team up various networks including national parliamentarians and local authorities, domestically and internationally to improve sustainable energy society.
  • Shuta Mano

    Mr. Mano worked for nine years as a researcher in Mitsubishi Research Institute, Inc. Mano has supported the Japanese government in developing climate change and energy policies such as emission trading and carbon tax. He also conducted various projects for capacity building of the Clean Development Mechanism (CDM) for renewable energy, energy efficiency and forest projects in developing countries. After joining the Foundation in 2011, he is engaged in policy proposals on Feed-in Tariff, grid integration of distributed generations, electricity liberalization and Asian Super Grid. He holds a M.A. in Environmental and Resource Management from the George Washington University.
